He was a hero to some but a villain to others. One of the things that shaped Cortina was his belief that much of the land acquisitions by land developers and large ranch owners in South Texas, including lands acquired from his ancestors' Potrero de Espiritu Santo land grant, had been unfairly acquired from the rightful owners. His belief was based in part on his own family's experience. In 1848, Cortina's family had filed a lawsuit against Charles Stillman and the Brownsville Town Company to recover and clear title to their lands which they believed had been conveyed to Stillman by holders of faulty titles. The family's title to the lands was upheld by the courts and the land was valued at $241,000. However, within three months, Stillman's lawyers somehow managed to purchase the land for only $33,000, or less than 15% of the appraised value. The lawyers then sold the tracts to Stillman.
