Jose Salvador DE LA GARZA^956,1294 was born (date unknown). Jose Salvador de la Garza was initially assigned Porcion 88 in Camargo, but this was in error because he had actually established himself on what was Porcion 89, which was assigned to Juan Jose de la Garza. The two parties mutually agreed to exchange Porciones and Jose Salvador de la Garza took possession of Porcion 89. Seabury notes that he also subsequently purchased Porcion 95 and Porcion 96.

The Porciones along the Rio Grande were all acquired under the Spanish policy of granting land as a reward to colonizers. But, Jose Salvador de la Garza soon took steps to acquire even more land by the process known as "composicion", the Spanish policy of clearing title to lands that had been occupied without the authority of Spain. Individuals who had engaged in such unauthorized occupation could legalize their occupation of such land and obtain a clear title by purchasing the land and complying with other terms determined by the authorities.

In 1770 or 1771, Jose Salvador de la Garza moved some of his livestock to pasture at a site downriver past the jurisdiction of Reynosa. Then, in 1772, he applied for a large tract of land containing 59½ leagues, or about 284,416 acres, using the Spanish process of "composicion". His application languished in Mexico City and another colonizer, Jose Narcisco Cavazos, made his own application to purchase land in the same area. This initiated a bidding competition which was finally won by Jose Salvador de la Garza at a price of 20 pesos per sitio, far above the going rate of 2 to 4 pesos per sitio. However, de la Garza'a agent successfully pleaded for a reduction in price, arguing that Jose Salvador de la Garza had been the first to settle the land and lay claim to it. The price was reduced to 10 pesos per sitio and, after paying the price and associated fees, the land grant known as the Potrero del Espiritu Santo was officially made to Jose Salvador de la Garza on September 26, 1781.

The Potrero del Espiritu Santo land grant is located in present day Cameron County, Texas; the town of Brownsville, Texas is situated on land originally contained within its boundaries. Jose Salvador de la Garza's ranch, called Rancho Viejo, is the namesake for a large subdivision on the outskirts of Brownsville.
